What is this thing??

It is a hollowed out bamboo stick, about 2 metres in length. There is a brass or copper rod that runs through the middle of the stick. At one end is a trigger type mechanism and a pair of jaws with a small groove in the middle of each tooth. When the trigger is squeezed, the jaws clamp together. Perhaps it is an old lamp lighter? Unsure exactly,,, what do you think it is and what was it used for?

My first guess would be that it's just what it looks like: a tool for picking things up off the ground, perhaps made for an elderly person.
