What do the EU Summit conclusions on Turkey signify in reality?

The only way to solve the Erdogan problem for Europe is to adopt all the U.S. constitutional amendments in the Bill of Rights including the interpretive laws as binding authorities. That would stop Erdogan, Putin and China in their tracks. The only thing preventing it are the egos of the European leaders.
