Estonia is a small country in the Baltics however it has been on the forefront of technology for many years. Since the cyberattack in 2007 the importance of nation state cyber strategies and interoperability increased with many new initiatives starting from this post cyberwar event. In the post 2007 cyberattack NATO setup the NATO Cooperative Cyber Defense Center of Excellence in 2008 with the HQ located in Tallinn. Estonia. The Estonian Cyber Defense League was also established as a citizen volunteer force to defend the country from future cyber attacks.

This keynote provides a story from Estonia's independence in 1991 to it's use of blockchain for the integrity of voting and medical records, the importance and criticality of the identity management system that allows a citizen to vote, check online banking, e-residents and tax returns to the impact of cyber war and the lessons learned on the risks. It will cover the post 2007 cyberattack events as well as discuss the cyber strategies such as the NATO CCD COE and Estonian Cyber Defense League.
