I have known many who "live on the streets" as we used to call it. They mostly get monthly checks and spend that on drugs and alcohol then beg for food. Not all, of course, but millions have gamed the system.

I’d like to point out that chronic homelessness by people with substance abuse and mental health issues is approximately 30% of the homeless population. The remaining 70% are homeless due to housing and rental costs. Some of them, a minority for sure, are working professionals with college degrees. Is it still an issue that needs addressing? Yes. Help those who are struggling through no fault of their own, then deal with the substance abuse and mental health issues. I would offer that those who refuse help for substance abuse should probably spend some time in jail. Maybe, just maybe, it’ll shake them up enough to get treatment.
