Newborn seems to have difficulty breathing (chin on chest) when buckled in properly. What can I be missing?

How can I unbuckle him when the carseat is attached to the base. The seat belts do not loosen up when its attached to the base so I have to take the whole carseat out everytime

Where do you position the shoulder pads when the baby is 12lbs+ ? Do they go on the top of the shoulders or on the front of the shoulder?
