You learn it as an ADT skill. Like the Sentinel Bonus or a ACC Slot 20+.

You have to keep leveling up including some other roles, i got it when i was level 99 medic/99rav and some other roles were in their 30's. just have to expand your crysteriums

yea i do but it may have something to do with me being 99 before having Full ATB but noel did and he didnt get his move ether

and noel is at lvl 99 for commando but dosent have meteor javelin.
