The Gaulic senators were mainly from Cisalpine Gaul (northern Italy) with a few being from Transalpine Gaul (Southern France), both of these groups were part of the Roman republic for 100-200 years at this point. And it makes sense why this was the third group of ppl he appointed to the senate, Caesar was governor of Trans and Cisalpine Gaul for like 10 years, he must have had substantial dealing with all the aristocrats in those provinces who supported him through his adventures.

I'm pretty sure vanquished nobility would opt to not be captured alive to avoid indignities like the roman triumph, so it was probably viewed as cruel back then too

I think the big thing with the triumphs was that Caesar wanted to have more the Pompey.

The roman grain dole was less bureaucratic than modern welfare state and at least in that way better.
