Harry Potter and the Quidditch World Cup PC 'How to fix game and play in 4K' Guide

This is a guide on how to fully optimise/fix Harry Potter and the Quidditch World Cup PC game to make the game launch on modern PCs.

The fix offers the following:

I can't change the settings in game because the game won't launch, the reason why i need this fix. Also it won't let me edit the ini file saying i don't have admit right??
