To clarify, Polish government fled to UK when Nazis and USSR invaded it. The government in exile was forced to declare a symbolic war due to allies being at war with Japan. Japan had very good relations with Poland and thus saw it was politically forced move, and declined the declaration.

And here's a little fun fact: Wojtek wasn't the only bear in polish army. Before him we had Baśka Murmańska that was famous from a defilade in 1919, where she was walking with a parade step on 2 legs and shaked her paw with our head of state of that time, Józef Piłsudski (no, I didn't drop acid. It's a real story, I swear lmao)
