Situation Briefing on the Effects of ST Carina and the Enhanced Southwest Monsoon in Region III

President Ferdinand R. Marcos Jr. reaffirmed the Administration’s continuous commitment to mitigate the impact caused by Super Typhoon Carina and the enhanced southwest monsoon as he convened with the local chief executives of the Provincial Governments of Bulacan, Pampanga and Bataan in a situation briefing.

As various reports were presented regarding the current situation in the three (3) Provinces in Region III, the President reiterated his prompt orders to all government agencies to ensure the swift implementation of the Administration’s comprehensive relief and rehabilitation efforts in all affected Regions.

In Central Luzon, President Marcos Jr. directed the Department of Public Works and Highways (DPWH) to effectively assess all damaged thoroughfares and major highways following reports on delayed delivery of basic commodities and services. He tapped the Department of Social Welfare and Development (DSWD) and the Department of Health (DOH) to ensure the welfare, health and safety of all Filipinos currently displaced in evacuation centers through the continuous provisions of family food packs (FFPs) and medicines.

He also ordered the Department of Agriculture (DA) to ensure the livelihood and welfare of all Filipino farmers affected in the Region given that the planting season of crops, vegetables and other agricultural commodities have only just begun this month.

During the briefing, the Provincial Government of Bulacan reported that it already placed the entire Province in a State of Calamity following extensive damages brought by ‘Carina’ and habagat. This mostly affected the livelihood of many Bulaceños and various sectors, particularly agriculture and infrastructure amounting to estimated losses of PhP103 million and PhP789 million, respectively. More than 492,000 families or one (1) million individuals were also affected.

Meanwhile, the Provincial Government of Pampanga also put the entire Province under a State of Calamity as 15 municipalities suffered great damages. This accounts to 227 flooded barangays which affected more than 400,000 individuals or 127,000 families. In its agriculture sector, 7,751 hectares of agricultural land were damaged and 4,494 farmers suffered losses in their crops.

Likewise, the Provincial Government of Bataan, which is also under a State of Calamity, reported that 208,371 families or 693,883 individuals were affected.

President Marcos Jr. instructed the Department of Environment and Natural Resources (DENR) to monitor and assess the damages caused by the recent oil spill off the coast of Bataan following the sinking of Tanker Terra Nova last 25 July 2024, urging concerned agencies to exercise all necessary measures to contain the further spread of the oil spill. He also tapped the Department of Labor and Employment (DOLE) to aid the affected fishermen with cash assistance through its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program.
