Why does the French power structure, or any for that matter, put up with it? Because they don't have to deal with it like the people on the streets do. They're well-insulated.
Refusing to admit groups of people, either ethnic or religious, who refuse to assimilate into the host country's culture and expect the host country to accommodate THEM in all respects and without question isn't racist, it's plain common sense.
