I’m pretty sure that the water dances because when the water touches your hand, the charge equalizes causing no net attraction. When the water then falls back down, your net charge causes electrons to rearrange creating a net dipole which is of opposite charge of your hand. As we know, like charges attract and the cycle repeats. That’s my guess on it at the very least.
