No. Methanol is highly toxic to to human nervous system whether it is introduced via ingestion, skin absorption or inhalation. Ethanol is the safest alcohol diluent for perfume making purposes.

Sorry to say its not a correct method. And instead Of Methanol you always have to use Ethyl Alcohol Which is also called Ethanol. As metanol is not good for skin and give side effects. And also the proportions are not true.
