My theory of why Ganyu has the Amos' Bow is, since Venti is friends with Zhongli, and saved Xiao from corruption, it stands to reason he's met other followers of Rex Lapis. He could have seen how skilled Ganyu was with a bow, and gifted the bow to her. Better for her to use it than to let it gather dust.

The original owner of the Amos bow can be seen in one of the cutscenes, probably in a Mondstadt one (can't remember which one) so there's probably a story there.

Honestly canonically every Archon can wield more than one weapon. It's pretty convenient to learn all types of weapons when you're at war.
