If when you hover your mouse pointer over an icon, a blue border box appears, then here’s what you can do to remove this anomaly. I recently experienced this issue suddenly on my Windows 11/10 PC and this is how I fixed this issue.

You should try checking your monitor settings reset everything for me I checked my alien vision and there was the problem

Are you the blue. With a pencil in it that keeps annoying me on my phone? It always gets in my way and prevents me from doing what I want to do. Get rid of it. It's very annoying and in the way.
