I simply went into another game I had installed and copied and pasted the DLL from there over into the folder where it is missing. Worked for me.

ok so both method didn't work but i found out why...I installed dark souls 2 (the game im facing the problem with) and after installation windows defender was quarantining the steam_api64.dll file and therefore it wasn't working so all i did was restore it and now its working so anyone who's having same issue should check if their antivirus is removing or weather they didnt had it from the start
