Missed a little. Cloud was experimented on to try and use the lifestream to duplicate minds and souls. These were called the "Numbers" like Red XIII. Even then, Cloud was considered a failure, and wasn't given a number. The end-goal was to start duplicating Sephiroth in his entirety.
This gave Sephiroth more than a little bit of control over Cloud at times, but was what caused cloud to assimilate Zack's persona, in the place of Sephiroth as was planned by Hogo.
