While Goku historically has used his emotions in battle several times, both his masters and later himself trained him to keep a clear and calm mind. His whole training, included the time he and Gohan went into the room of space and time was dedicated to control his emotions and fight with a clear mind. TUI is a patchwork until he can truly master CUI, or a tool for those times his emotions are interfering with UI.

And then there is gohan who is suited for both let’s not forget his anger is bad enough that instead of just wanting to just end cell he wanted to torture him as well as him being just as nonchalant as his father most of the time. Vegeta learning Ultra Instinct wouldn't be that Impossible because in I believe it was Super Hero Vegeta was meditating and trying to free up his mind and emotions to conserve his energy. So the way I see it both Goku and Vegeta could both learn Ultra Ego and Ultra Instinct if they wanted to, it would be like instant transmission, they both learned it over time.
