Yup, The Sherriff is the highest authority law enforcement official in an area. While federal agents can investigate and enforce federal laws on their own, they cannot enforce State or Local laws. Too many movies seem to suggest that federal agents trump the authority of local law enforcement, and that simply is not the case.

One of the weakest parts this season is the FBI agents. Absolute terrible dialogue from those 2, could be missing from the show and nothing would change.
