That's why I always say the time as it is in full numbers. I literally say: "18:15h", so I say "Achtzehn Uhr fünfzehn".
That way there is no confusion.

I moved from Egypt to the eastern German State of Saxony-Anhalt in 2011 and lived there for around 8 years and I got used to this time telling system. When I moved to NRW everyone including Germans got confused when I told them time the Ossi-Way 😎. And don't make me start about Sonnabend 😂

The Austrians take it to the next level though. For example 8:40 is ''funf vor drei viertel neun''. Takes 50% longer to say than ''acht uhr vierzig'' or even ''zwanzig vor neun''.

German Uhrzeiten, a guide:
10:00 - zehn Uhr / um zehn / punkt zehn
10:10 - zehn nach 10
10:15 - viertel nach 10 / viertel 11
10:20 - zehn vor halb 11 / zwanzig nach 10
10:25 - fünf for halb / kurz vor halb
10:30 - halb 11
10:35 - fünf nach halb 11 / kurz nach halb 11
10:40 - zehn nach halb 11 / zwanzig vor 11
10:45 - viertel vor 11 / dreiviertel 11
10:50 - zehn vor 11
10:55 - fünf for 11 / kurz vor 11*

*basically anything that is close to "halb" but isn't any other time (viertel, zwanzig or dreiviertel) can be "kurz vor" or "kurz nach". For example, 10:57 would be "kurz vor 11" but so could be 10:48 or 10:51 depending on context.

In russian (and sometimes in belarusian (but there is also a little bit different method in belarusian), idk about ukrainian tho) people can say "пол девятого" which translates as "half of ninth (hour)" or 08:30, basically the same as this german example. If you want to say 08:45 in such manner, you need to say "без пятнадцати девять" which translates as "nine without fifteen minutes", and if you need to say 08:15 you can say "пятнадцать минут девятого" - "fifteen minutes of ninth (hour)"
