One thing to keep in mind: Sometimes technology limits interfere when colleagues work from home. In my own situation, turning on my webcam compromises the entire online event because my "upload" speed (i.e., from the camera) is much lower than my "download" speed (i.e., the incoming signal from the event), and both are subject to the vagaries of my ISP (and no, I don't have a choice of more than one provider), So, when this happens I apologize and explain. In a pinch I can turn on my webcam briefly to greet everyone, but then I must turn it off to keep my connection intact. Other people have limits because of other residents using the connection, or because they don't have sufficient visual privacy in their homes. There are reasons besides preparedness why someone may be unable to turn on their webcam. Understanding these factors (which may be beyond the participant's control) helps create the desired safety to choose.
