Fun fact: We needn't dive underwater in vice city because its water is crystal clear and almost transparent. then also if someone among you want to explore it there is a secret bug for this. All you have to do is drive a car near water and place it such like its driving seat is in just front of water. Now fight with an npc and make him follow you. Now get back in car and the npc will try to take you out from driver seat. In this process you will be teleported to ocean bed. Now explore underwater:) but remember not to get close to surface of water or else you will die.
