The line at 2:12 ("most people do not read documentation anyway") is actually left over from KMail, the KDE email client, however much I would've liked to believe that some saucy and sardonic lads in the Korea Computer Center got this past their masters.

I thought unbagUl said UI as in user interface but its Un Bang UL. Which means the silver bell in Korean. I guess the program is to make patriotic songs for the great country of "Red Star"...

The mail client is actually a mail client for KDE kalled KMail, so that's where the help file comes from when it says "most people do not read documentation anyway". I doubt the devs in North Korea would have the humor to write that.

north korea seems to have its own calendar with year 1 being kim il sung's (first north korean leader) birth year of 1912

You will not be able to connect to North Korea's internet. Their homepage for a default browser is an IP address and I did install it and allowed internet access. Every time I tried a known North Korean IP, it could not connect.

I think this is a great insight into how people might be able to create their own OS even if it's based on existing code! I use Linux most of the time, but I've been disappointed with KDE in the past, so I may now go and install the latest version to see what it's like. I think that Apple need to be taught a good lesson that people don't need to pay their extortionate prices for hardware to use that kind of interface.

This is most likely a customised Linux distro, heavily relying on the (tweaked) KDE desktop. That explains why a lot of applications start with K (at least in the English 'version'). Changing the language of Red Star OS (part #1) and commenting that way the GUI afterwards, is a kind a strange according to me, because I assume that North Korean people are not supposed to do that. Next to that, the help files are maybe fun to read (see KMail at time 2:15 in the video), but in fact you see the original English help file, as it comes with the KMail package. I looked it up - I have an old Knoppix running in a virtual box and the help file of KMail there reads exactly the same (i.e. most people do not read documentation and so on.) So it is more having fun/comments/critics on the original KDE than on the Red Star OS in that case... I did not cross check KPhoto and the other applications, but most likely the same conclusions can be applied there as well...

According to the wiki page, there are built in safeguards that trigger when foreign films or other media are played. RS OS is supposed to disable itself or worse. Would have been interesting to play Seth Rogan's "The Interview" on RS OS to see what happens.
