How can someone declared by a court of law as "too senile to testify" be allowed to make legal decisions, especially of this magnitude?

Edit: Man, if this isn't the "proof that people will argue over anything, this is a stick" meme in real life. Ok, so I misspoke and said a court declared that, when it was actually a doctor who made the diagnosis that he couldn't testify at Hunter's trial because he's too senile, but obviously the judge agreed with the doctor's diagnosis, so toe-may-toe, toe-mah-toe.

The question remains: if he's been declared "too senile" to testify in a court of law, rather it be from a doctor or judge, how is he allowed to make legal decisions?
