the snipers had a higher vantage point that the person filming
they would have seen him running across the roof lines probably hoped out of any number of windows from the 2 floor building onto the roof
the 2 guards who fell asleep outside epsteins cell were hired to watch the roof
and all snipers hired that day were vision impaired to meet dei requirements
