That's some BS I spent hours looking around for those XOF patches and was only able to find 6/9. And I combed that old prison with utter scrutiny and never came across that one patch. Also searched that roof in the admin building and never saw that patch either and the whole time I used nightvison to make it easier to spot them. And how the hell would on know that you have roll around to get the final one.

If u interrogate some of the soldiers they will tell you the locations of a few of them.

I got 4 XOF patches in my first playthrough and now 5 in my second. Does it still count for the achivement?

I actually found the last one by complete fucking accident. I decided to heed Peppy Hare's advice and kept rolling everywhere, and suddenly BOOM.   (Also, best way to end a video ever).
