Just for reference: That solar panel is probably around 2 square meters. An electric car battery is something like 100kWh. The sun shines about 1kW of power per square meter. So even if that solar panel would work at 100% efficiency (best currently is around 30% I believe), it would take 50 sunhours (so anywhere between 4 and 10 days depending on the time of the year) to fully charge. Yeah, every little helps, but the conatruction and maintenance overhead would most likely diminish any gain from harvesting the sun like this. This is why nobody is actively working on something like that.
