When Oogway tells Shifu that Tai-Lung will return, Oogway says: “One often meets his destiny on the road he takes to avoid it.” Later Shifu sends a messenger to prison and Tai-Lung escapes with the messengers feather. This means if Shifu didn’t do anything Tai-Lung wouldn’t have escaped.
