Most of the military aid sent by USA is just older stuff, which should be decomissioned in few years anyway (and this decomisson also costs!) - like Bradleys from the 90s. Only air defence Patriot missles are quite new. So no, it is not decreasing American capabilities to defend themselves - only boosts local production and manufacturing in the US.
