This is very commonly found in Indian markets. They are also cheaply priced.
Foreigners call it KOHL.

Also since its red, i believe its SINDOOR thats applied by married indian women in their hair partition. It well could be a sindoor stick..not a kohl. Both can be found in similar packaging here.

It's meant for your water line The moisture from your water line will help the pigment come out more. I would use those as a lip liner though.

It will be used for lining of inside the eye that's why it's not pigmentive for liner

It's the makeup you put on your eye.. That gold glitter not letting it show. Try again with not trying to draw over extra makeup if that makes sense lol
